Glass is not designed to withstand seismic activity or high speed winds that fling large debris (remember that part in Twister when the cow flies right in front of someones car! Yes tempered is safer because it breaks in a million little pieces unlike annealed glass that breaks in to fewer large sharp pieces. But if you don’t pick up all the pieces, broken glass is still broken glass! Not something you want kids around.
